The response
質の高い自転車インフラの整備には確かにお金がかかります。けれども、それが交通全般の支出から見て大きな額であるとか、投資利益率が低いというのは正しくありません。自転車インフラはその整備費用以上の見返りを社会にもたらすことが分かっています。2014年のイギリス政府の報告書は2〜35倍という利益率を示しています。
他国では10倍以上の利益率が実証されており、ロンドンの交通当局も自転車関連の投資利益率は20倍との数字を報告しています。イギリスの数字の多くは自転車に関する「全用途」の投資のもの(交通安全教育なども含む)ではありますが、自転車で安全に走れる環境が整うことで自転車利用者が増える効果を考慮すれば、自転車インフラの高い整備コストは割に合うものです。
オランダは自転車インフラに年5億ユーロを投じており、その便益は健康面だけで190億ユーロに達します。実に38倍の投資利益率です。
